South Korea, August 2026 – Korea Rail Network Authority has issued 150 billion won in green bonds, its largest green financing transaction to date. The funds will be directed entirely towards the Pyeongtaek-Osong Double-Track Roadbed Construction project, which is intended to increase capacity on the Gyeongbu high-speed railway.
The investment forms part of efforts to expand the areas served by high-speed rail while strengthening South Korea’s environmentally oriented transport infrastructure. Railway construction is considered an eligible green-finance activity because rail can support lower-carbon passenger and freight mobility compared with more emissions-intensive transport modes.
For the rail sector, the financing demonstrates how capital-market instruments can support capacity expansion on established high-speed corridors. Additional double-track infrastructure can provide greater operational capacity and flexibility, helping accommodate growing demand while supporting the continued development of high-speed rail connectivity.
The latest issuance also represents a significant increase in the authority’s use of green financing. It previously issued 30 billion won in green bonds in 2023, followed by 50 billion won in 2024 and 70 billion won in 2025. The latest transaction was assessed as suitable under Korea’s Green Taxonomy framework, while the authority also received a 0.2% annual interest subsidy under a government-supported green bond programme.
The development highlights the growing convergence between railway investment and sustainable finance. As governments and infrastructure authorities seek to expand rail capacity while managing environmental objectives and financing costs, green bonds could become an increasingly important funding source for high-speed rail, network upgrades and other low-carbon transport projects.
