MANILA, January 2026 — The Philippines is making substantial strides in its rail infrastructure development, underscoring the region's commitment to enhancing urban mobility and connectivity. These large-scale projects are crucial for the nation's economic growth and integration within the broader Southeast Asian transport network.
The Department of Transportation reported that by the end of 2025, 90.76 percent of the right-of-way (ROW) for the Metro Manila Subway Project (MMSP) had been secured, a dramatic increase from 51 percent in February. Similarly, the North-South Commuter Railway (NSCR) north segment saw its land clearance reach 56 percent, up from just 2 percent earlier in the year, with 1,143 parcels acquired by December.
This accelerated land acquisition is vital for enabling the construction phases of both the 36-kilometer MMSP, connecting Valenzuela to Parañaque, and the 106-kilometer NSCR north segment, linking Tutuban in Manila to Clark International Airport. Successful completion is projected to significantly reduce travel times and decongest major thoroughfares, improving commuter access between Metro Manila and Central Luzon.
To drive this progress, the Department of Transportation expanded its Right-of-Way and Site Acquisition unit, increasing personnel from 200 to 900 and implementing specialized training programs. These organizational enhancements, alongside efforts to address previous bottlenecks, have been instrumental in expediting the acquisition process.
