Heavy Rain Threatens Rail Operations Across Greater Tokyo

Japan, September 2026 — Heavy rainfall is expected across Tokyo and surrounding areas, creating potential risks for railway operations in one of Japan’s most heavily used urban transport regions. The Japan Meteorological Agency warned that linear precipitation bands could develop, potentially producing intense rainfall and increasing the risk of weather-related disruption.

East Japan Railway Co. (JR East) has warned passengers that train delays and service suspensions may occur from Sunday night through Monday. The warning follows a Japan Meteorological Agency forecast issued on September 6, which indicated that linear precipitation bands could form across Tokyo, Saitama, Kanagawa and Chiba prefectures from late Sunday night until Monday afternoon.

Forecast 24-hour rainfall totals from Sunday morning through Monday were expected to reach 250 millimetres in the southern Kanto region, which includes Tokyo. Higher totals of up to 300 millimetres were forecast for the Tokai region, while parts of Kinki, northern Kanto, Koshin, Shikoku and southern Kyushu were also expected to receive substantial rainfall.

For railway operators, intense rainfall can create operational challenges ranging from temporary service restrictions to delays caused by flooding, landslides and other weather-related hazards. JR East's warning reflects the importance of advance monitoring and passenger communication when severe weather is forecast across a densely interconnected rail network.
