VIETNAM, December 2025 — The ambitious North-South high-speed railway project in Vietnam, spanning 1,541 km and requiring an investment of VND 1.7 million billion, is positioned as a critical condition for building new national competitiveness. This initiative is seen as essential for an economy targeting double-digit growth, moving beyond an outdated transport system with high logistics costs.
Following the National Assembly's approval of the investment policy, the amended Railway Law in 2025 establishes a legal foundation that encourages private and off-budget capital. Investors like Truong Hai and Vinspeed (Vingroup) have presented concrete plans, signaling a shift towards selecting contractors based on proven capability rather than mere promises.
The government is now focused on testing investor capabilities, emphasizing clear metrics such as true financial capacity, mobilization plans, construction organization, technology, schedule, and risk management. This approach aims to prevent the project from falling into common pitfalls like cost overruns and delays, ensuring it becomes a development lever that reduces costs, shortens travel times, and expands economic capacity.
