Right-of-way acquisition remains a key delivery milestone for major railway projects, particularly where construction requires extensive urban and residential land. In the Philippines, acquisition for the Angeles City section of the Malolos–Clark Railway has reached 90%, supporting the government’s target to begin partial operations by 2028.

Philippines, September 2026 — The Malolos–Clark Railway Project is advancing as the Philippines continues developing the North-South Commuter Railway (NSCR) network across Central Luzon. The project is intended to strengthen rail connectivity between Malolos, Clark and surrounding urban areas while providing an alternative to road-based transport.

The Department of Transportation (DOTr) reported that overall land acquisition for the Malolos–Clark segment has reached 78%, up significantly from 10% in April 2025. Within Angeles City, right-of-way acquisition has reached 90%, while acquisition in Barangay Dolores in the City of San Fernando stands at 78%.

The progress is expected to support continued construction of the railway and associated stations. The NSCR Angeles Station in Pulungbulu is targeted for completion by 2028, while the DOTr is also targeting partial operations of the Malolos–Clark segment in the same year.

Right-of-way acquisition has previously been identified as a factor contributing to delays along the Angeles section. Earlier in 2026, transport officials said the 90% acquisition rate would allow construction activities to progress, including work on viaducts and stations in Angeles, Clark and nearby areas.

The latest progress highlights the importance of resolving land and property requirements alongside engineering and construction activities on large-scale railway programmes. As the NSCR develops across Central Luzon, completing remaining right-of-way acquisition will remain an important step towards meeting the planned 2028 operating milestone.
