Saudi Arabia’s expanding railway programme is creating opportunities to strengthen domestic manufacturing and reduce reliance on imported infrastructure components. Pandrol is partnering with Riyadh-based Links Investments to establish a local rail fastening manufacturing facility, with production expected to begin in the first half of 2027 and potential supply opportunities across the wider Gulf region.

Saudi Arabia, October 2026 – Pandrol has announced plans to establish a rail fastening manufacturing facility in Riyadh through a partnership with Saudi-based Links Investments. The facility will produce rail fastening system components locally to support the Kingdom’s growing railway infrastructure requirements and strengthen the domestic industrial supply chain.

Construction and equipment installation are expected to begin in early 2027, with production targeted for June. The facility will initially serve railway projects in Saudi Arabia, while also providing a potential manufacturing and supply platform for infrastructure developments across the wider Gulf Cooperation Council (GCC) region.

The partnership brings together Pandrol’s rail infrastructure expertise and Links Investments’ understanding of the Saudi market. Links Investments is the holding company of IROLLI, which operates across rolling stock leasing and sales, rail operations, maintenance, construction, supply and engineering services. The collaboration is intended to develop local technical capabilities and create additional value within the Kingdom’s railway supply chain.

Local manufacturing is expected to improve the availability of rail fastening components, shorten supply lead times and provide contractors and railway operators with more direct access to technical support. The initiative also aligns with Saudi Arabia’s Vision 2030 objectives, particularly its focus on industrial growth, workforce skills development and economic diversification.

Saudi Arabia has outlined plans to develop a railway network exceeding 8,000km, connecting its eastern, western and northern regions. Major developments, including the Riyadh–Jeddah Landbridge and the Saudi section of the GCC Railway, are expected to generate long-term demand for railway infrastructure and supporting components. Pandrol’s investment reflects the growing importance of establishing regional manufacturing capabilities to support these projects.
