UAE, October 2026 – Keolis has established a regional headquarters in Dubai to coordinate its Middle East operations and support its expansion strategy. The new office will serve as a central base for working with existing clients, engaging with public transport authorities and identifying opportunities in developing transport markets. The company aims to become a leading transport operator across the region.
Keolis already has an established presence in the Middle East through several major operating contracts. In Qatar, the company has managed Doha Metro and Lusail Tram through a joint venture since 2018. In the UAE, Keolis MHI has operated and maintained Dubai Metro and operated Dubai Tram since 2021. In 2026, the group also launched the UAE's first passenger railway service through its joint venture with Etihad Rail.
The company's growth strategy covers a broad range of transport projects, including metro, light rail, intercity and high-speed railway services. Beyond rail, Keolis is targeting opportunities in bus rapid transit, alternative-energy bus fleets and the modernisation of existing bus networks. These areas reflect the region's wider investment in integrated public transport systems and more sustainable urban mobility.
Keolis is also looking to expand its role in first- and last-mile connectivity through micromobility, on-demand transport and autonomous mobility solutions. The company has identified artificial intelligence as another area of focus, particularly for developing new applications in public transport operations and passenger mobility.
The Dubai headquarters marks a longer-term commitment to the Middle East as governments continue developing major transport networks and expanding existing systems. By combining its regional operating experience with a dedicated business development base, Keolis aims to position itself for future contracts while supporting the transition towards more connected, efficient and sustainable transport services.
