KTMB Strategizes for Seamless Regional Rail Integration and Penang-Bangkok Route Revival
SEPTEMBER 2025, KUALA LUMPUR — Malaysia’s national railway operator, Keretapi Tanah Melayu Berhad (KTMB), is stepping up efforts to integrate its services with regional networks, part of a strategy to boost revenue streams and reduce reliance on government subsidies.
Acting chief executive officer Ahmad Nizam Mohamed Amin said a key priority is the revival of suspended cross-border services, including the iconic Butterworth–Bangkok passenger route, which has been offline since 2016. KTMB is also working to resume the Asean Express freight service linking Malaysia with Thailand, Laos, and China, though progress has been slowed by customs and regulatory hurdles.
In addition, KTMB is advancing plans to extend its Electric Train Service (ETS) from Johor Bahru to Padang Besar, creating a seamless connection for passengers travelling onwards to Thailand. Officials believe these initiatives could unlock new markets, improve logistics efficiency, and provide commuters with greater cross-border mobility.
Industry analysts note that the resumption of the Asean Express could be especially significant for trade. The service had previously demonstrated its potential as a faster and more cost-effective option compared to sea freight, strengthening KTMB’s freight business at a time when competition in the logistics sector is intensifying.
Rail analyst Nor Aziati Abdul Hamid described KTMB’s regional strategy as a move aligned with the broader Pan-Asia Railway Network, which aims to enhance economic integration across the continent. “By reviving these cross-border links, KTMB is positioning itself to capture new demand and diversify its revenue base,” she said.
KTMB is currently grappling with financial pressures, including liabilities of over RM2 billion. However, the operator has drawn up a turnaround plan, with management optimistic that stronger cross-border operations could accelerate its path toward profitability.
If successful, KTMB’s push for regional rail integration could not only revitalise its passenger and freight services but also strengthen Malaysia’s role in advancing Southeast Asia’s rail connectivity and economic growth.
