Malaysia's Transport Ministry Drives Rail Revival with Infrastructure Upgrades, Targeting 10% Cargo Shift

KUALA LUMPUR, October 2025 — The Malaysian Ministry of Transport is spearheading a major initiative to revitalise the nation’s rail freight infrastructure, aiming to increase the share of cargo transported by rail and strengthen intermodal logistics networks. This strategic push aligns with broader regional efforts to develop more sustainable and integrated transportation systems.

At the second meeting of the National Logistics Task Force (NLTF), the ministry outlined plans under the 13th Malaysia Plan (13MP) to upgrade key infrastructure, including siding tracks at the North Butterworth Container Terminal and other major facilities in Malaysia’s northern rail corridor. As part of this strategy, the ministry has set an ambitious target to raise the rail freight share from approximately 1% to 10%.

These measures are designed to alleviate road-freight congestion, reduce the incidence of heavy-vehicle accidents, and support national environmental and sustainability objectives. In practical terms, the shift means fewer trucks on highways, more efficient cargo movement, and lower emissions.

To support the transition, the ministry plans to expand rail-freight capacity by increasing the number of locomotives and wagons through leasing models, while developing new cargo-hub terminals and constructing spur-line connections in strategic locations. The national rail operator is also rolling out hundreds of new cargo wagons under flexible leasing arrangements to enhance operational capacity and efficiency.

This comprehensive approach underscores Malaysia’s commitment to modernising its logistics sector, promoting intermodal transport, and building a more sustainable and economically robust transport network. With clear strategic direction and infrastructure investment underway, the country is positioning itself as a more efficient logistics gateway in Southeast Asia.
