Deputy Transport Minister Launches ARSCIC 2025, Emphasises Future of Green Mobility
SELANGOR, November 2025 — The Annual Railway Summit Conference & Innovation Competition (ARSCIC) 2025 officially commenced with an inspiring Opening Ceremony graced by YB Datuk Hj Hasbi bin Hj Habibollah, Deputy Minister of Transport Malaysia. This year’s theme, “Shaping the Future of Sustainable Mobility and Connectivity,” sets the tone for a forward-looking and impactful discussion on the nation’s rail development.
In his address, YB Datuk Hj Hasbi highlighted the urgency and relevance of strengthening Malaysia’s public transport ecosystem. He noted that although public transport usage in Malaysia currently stands at only around 20 percent of the national modal share, this figure reflects significant potential for enhancing the rail system as a low-carbon, eco-friendly alternative. A stronger, well-integrated rail network not only reduces carbon emissions and road congestion but also expands mobility access for communities across the country.
The Deputy Minister emphasized that the rail industry plays a crucial role beyond transportation; it is a key driver of economic growth, innovation, and sustainable development. He commended the collaboration between higher education institutions, government agencies, and industry players, describing it as the backbone of a resilient and future-ready rail sector. ARSCIC 2025,he noted, exemplifies how institutions like UTHM can work hand-in-hand with policymakers and industry leaders, creating a powerful synergy that should continue to be strengthened.
Citing official statistics, he further underscored the significant opportunities for human capital development, research breakthroughs, and green technology within the rail industry. The logistics and transport sectors remain pillars of Malaysia’s economic expansion, and investment in sustainable rail technology is among the core strategies laid out in the Malaysia Rail Industry Roadmap 2030.

YB Datuk Hj Hasbi also highlighted the need to boost rail usage for both passenger and freight transport to achieve national low-carbon targets. Through digitalisation, electrification, and deeper system integration, Malaysia is poised to progress toward its aspiration of becoming a high-income, developed nation with world-class mobility infrastructure.
He reaffirmed the Ministry of Transport’s strong support for initiatives such as ARSCIC, reiterating the government’s commitment to delivering a transport system that is efficient, integrated, and environmentally responsible. Close collaboration between government, academia, and industry, he said, remains essential in building a rail network that is sustainable, inclusive, and focused on the well-being of all Malaysians.
In closing, he extended heartfelt congratulations to Metro System Academy UTHM for its leadership in organizing ARSCIC 2025. He expressed hope that this event will spark more strategic collaborations that benefit the government, industry, academia, and society as a whole.
